Any mechanic can look over a used vehicle.  However, a professional pre-purchase  inspection will incorporate these three elements to determine the actual condition of a used vehicle:

 A) Specific criteria for inspecting every component and system
 B) Inspection performed by An ASE Certified Master Technician & Frame Specialist
 C) Current registration documentation on the vehicle
